Toby Tanner is an Associate Director at Highgate with a background in managing policy campaigns across the UK and Asia-Pacific. 

Toby previously managed multiple policy campaigns focused on the UK’s net zero transition at Stonehaven. Prior to this, Toby was a public affairs consultant in APCO Worldwide’s Beijing office, where he helped multinational clients navigate complex domestic and geopolitical megatrends. These included China’s industrial upgrading initiatives and the US-China trade dispute.

His previous clients have included Microsoft, Diageo, the Semiconductor Industry Association of America, Equinix, SGN and Arm Ltd. 

Toby holds a BA in philosophy and politics from the University of Exeter and an MA in international relations from the University of Nottingham Ningbo China. He speaks Mandarin Chinese.
